Human Rights Haggadah- Slavery as Punishment page

The Haggadah says that the wicked child would have been left as a slave in Egypt, which implies that enslavement is a suitable punishment for the wicked. If prisoners idly loafed about, imprisonment would hardly be a deterrent for crime. But prisoners have so little protection from physical or sexual abuse their labor can often become similar to slavery.

How can prisoners be made to work in order to offset some of the cost of their food and housing, along with learn skills they can use upon release, without them being subjected to unconscionable mistreatment?
